ATCAA Head Start is seeking a Facilities Construction Facilitator to help staff oversee various construction projects to create healthy, safe and attractive classrooms, playgrounds and related facilities for young children and their teachers. The facilitator will help with the creation of bid packages, conduct walk-throughs, review bids and inspect work done by general contractors.   Examples of projects include building remodeling projects and playground installation. 

 

Required knowledge and experience: Experience/knowledge of permit processes,  general contracting experience.  Desired Knowledge and Experience:  Davis-Bacon Requirements for construction projects, Public building projects, early childhood building projects.

  • Work with ATCAA Early Childhood Services (ECS) Operations and Budget Manager on budget and timeline for construction projects, including cost estimates and change orders.

  • Meet with City/County building officials as needed.

  • Meet with engineers, ATCAA staff and any general contractors or sub-contractors involved with ATCAA's new construction, rehabilitations, facility improvements, playgrounds and maintenance projects.

  • Assist ATCAA staff in reviewing certified payrolls and determining compliance with prevailing  wage/Davis-Bacon or other wage requirements in documentation and at the worksite.

PROGRAM OVERVIEW:

Through support from the Public Health Institute’s WeVax+ Initiative, Amador Tuolumne Community Action Agency is committed to ensuring the residents of Amador and Tuolumne counties are well informed about the COVID-19 vaccine and safety protocols and will encourage more residents to get vaccinated. Vaccine hesitancy in our community is a result of many different factors. ATCAA is taking a multi-faceted approach to conducting outreach on the vaccine, helping residents get access to the vaccine and to provide information and education about COVID safety protocols and the vaccine itself. ATCAA is also coordinating closely with other agencies, our local health departments, schools, places of worship, medical facilities, county government and community organizations to share information on the vaccine.

POSITION OVERVIEW:

This is a part-time, temporary, grant-funded, contract position that will primarily conduct and oversee outreach activities in Amador and Tuolumne Counties for the COVID WeVax+ Initiative. This position supervises and maintains the schedules of a small pool of part-time Outreach Workers and will report directly to the Communications Manager or his/her designee.

This is primarily a remote position with occasional in-person meetings and/or training as needed.

 

Job Duties

Duties and responsibilities include but are not limited to the following:

  • Educate the community about the benefits of the COVID 19 vaccine through digital and in-person outreach events and pop-up information kiosks that include, but are not limited to: virtual meetings or events, outreach at public gatherings including food bank distributions, farmers markets, family resource events, in public parks, in front of grocery, pharmacies, places of worship and areas where residents shop and/or gather

  • Provide information, help schedule appointments and provide access for persons to obtain the COVID vaccine, including transportation arrangements as needed.

  • Attending trainings and/or planning meetings as needed

  • Participate in the development of multi-media and social marketing projects

  • Provide messaging input to Communications Team based on community interactions

  • Provide input for deliverables such as flyers and social posts

  • Arrange for interpretation at outreach events and/or vaccine clinics as needed

  • Establish working relationships with community organizations including local government, medical clinics, churches, and schools

  • Answer and direct calls coming into a COVID help phone line designed to help residents with making appointments, fielding questions and arranging transportation.

  • This position may be required to work evenings and weekends as needed

  • Adhere to strict cash handling protocols when maintaining and issuing incentive gifts

  • Maintain required documentation such as keeping track of the number of residents reached and served through outreach efforts and recording data accurately and timely

  • Observe client confidentiality

  • Other duties as assigned

 

Desired Qualifications:

  • No specific education is required for this position however the candidate should have experience interacting with the public and performing similar duties to those mentioned above which may include: community development work, social work, education work, and overall customer service skills

  • Proficiency in Microsoft Word, Excel and basic internet and website navigation

  • Excellent customer service skills

  • Strong organizational skills including: multi-tasking, prioritizing, planning, and effective time management

  • Strong communication skills, ability to communicate with limited-English speakers and community partners;

  • Fluency in written and spoken Spanish is a plus.

  • The candidate must have a CA driver’s license and access to a vehicle to travel around the community to conduct outreach

 

Minimum Requirements

  • Available to work some evenings and weekends (hours are subject to operational needs)

  • Must pass Department of Justice Fingerprint screening
